  Overview:

  District 9—D9—is a fractured city cut by the Arakawa River, where steel towers meet crumbling slums, and neon lies shine over rusted truth.

  Alpha D9 (North Bank):

  A utopia in name only. Skyscrapers touch clouds. Clean air, floating cars, and corporate silence. Civilians are monitored, not protected. Corrupted rarely breach—but when they do, the event is purged and forgotten in minutes. The rich believe they’re safe.

  They’re not.

  Beta D9 (South Bank):

  A concrete graveyard. Burnt neon signs. Homes built from scavenged steel. Crime rules here—until someone crosses the line.

  Because Beta isn’t unguarded. It has Mercenaries.

  And they don’t py fair.

  Bridge of Division:

  The Arakawa Bridge connects both sides. Rusted. Fading.

  No checkpoints. No guards. Just memory.

  Alpha citizens don’t cross.

  Beta citizens can—but rarely do.

  Mercenaries are the enforcers of Beta. Soldiers of the slums. Survivors turned professionals.

  Active hunters of high-risk threats—including Assassins

  They don’t wear uniforms.

  They don’t follow protocol.
